I absolutely agree. That's exactly how it should be. Clearly though, it's not like that. Otherwise it wouldn't matter whether there were multiple adjudication teams or just one, and there couldn't be inconsistencies between them. Clearly there's a subjective element in adjudication.
I hope the optimists are right... but I'm not one of them.
