They have had adequate time and they will get the money together one way or another before they let themselves go into VA. They do have great ideas yet lacking the execution but believe things will improve.
The fact they continue to do research and enter agreements, other companies like CGB have stakes in there survival show they believe in them selves and so do others.
If they honestly thought VA was coming they new it would come I can't imagine any effort would be put in to survive.
