My thought on the matter (just a theory): I work for an organisation that frequentlly applies for government grants and has a pretty high success rate. Most, if not all gvt grants require that the applicant "match" the grant. For example, if we apply for a $2 million grant, one of the conditions for succeeding in receiving the grant is that we have to come up with $2 million of our own.
I can't find any direct reference to grant matching in this particular MRFF grant (Frontier Health and Medical Research initiative), but there are other MRFF grants that require matching (see https://www.aamri.org.au/resources/mrff-current-funding-opportunities/ ) some require one-to-one matching whilst others require less. I guess we'll find out soon enough.
