I'd guess that there is just alot more detail than "we'll pay you $x per chip".
These types of contracts could have multiple price points based off multiple volume levels and number of end user clients.
SkyWater might get more of a discount if they introduce their clients to our chip. And that might change based on the rate of adoption of our tech too.
Also we might prefer to get more $$ up front and lower cost per chip. for example.
Just speculation of course and there's probably other factors as well.
