I agree, it stinks!
The terms still on the negotiating table are likely to fall in favour of the customer, no doubt about it.
Best case scenario is the terms had been agreed and the agreement was awaiting execution by the SkyWater directors. In this event, the suspension may be lifted earlier than the 9th.
