My two cents worth would be they need to halt to comply with listing rule 3.1 whilst the announcement is drafted and signed off and legal due diligence is done regarding any agreement.
I've also seen many companies proceed this way regarding large announcements in terms of halt, and suspension with further extensions. Its slanderous to suggest this is poor management by SPX, it seems to be fairly normal in my limited experience.
