We didnt reach max cap allocation in last years raise and now that nothing has happened with EPA he has had to raise at dirty prices. Bruce was playing roulette with the EPA and it didnt pay off.

But to say that 900k is allocated to Muchea for this cap raise and it being the largest % allocated means that there is stuff happening in Muchea. Otherwise that would be a bit weird to state that.

Either that or they are concerned about more EPA delays at AN and don't want another cap raise later in the year, but still want to keep their salaries rolling in.
