I am being facetious and flippant about this because it has been the same problem for 3 years. To say it's frustrating is putting it lightly.

Perhaps I should have simplified my concern that politics in general may get in the way of rational, systematic decision making processes.

The point I want to stress is that there has been broad market evidence for years that the EPA process is sluggish. I recall our own management printed a news article at a previous AGM to help communicate the processing delays. With all of this evidence and anecdotes from peers wouldn't a maximally conservative approach have been appropriate until we had progresses through the uncertain approval process? Cut back on all expenses until there is a definitive path ahead, to do anything else while floating in an approval void is irrational.
