Isn't this response more to do with the "no need for duplicating full assessments from both agencies, the state one will serve as good enough for both state and federal levels", and less to do with their providing comments to VRX's Response to Submissions to satisfy the EPA and push us from Stage 3->4?
I have a feeling the assessment officer in question here didn't quite understand the specifics of what is going on, perhaps.
