I find it hard to believe Gov. Depts. lie
The EPA doesn't care if this gets approved or not. They have no reason to lie. What's in for them to lie?
This whole episode has been a disaster caused by VRX. They're running out of cash and the end may well be in sight.
My reading of this has been shocking and I may well, deservedly, loose a lot of money.
