I think that its politically risky for a company to pay a big dividend when they had jobkeeper money from the government earlier in the year. Look what happened with Nick Scali. They paid out ~$30m as a dividend and then had to "voluntarily" give back $3.6m in jobkeeper money.... They only did it because it pissed off so many customers they would have lost more if they didn't.
If a company has a good use for the extra cash flow it would be wise to do that rather than pay a special dividend. In 6 or 12 months time things will have quietened down and they can pay it then....
