    They might be able to next year but to conservative financial institutions, WAF is still a risky play in a risky country so a higher rate of interest is warranted in their view. Once WAF has established successive quarters of regular production and cashflow then refinancing would definitely be an option. Or - as Richard said on the last quarterly conference call - they print so much money they just pay off all the debt by end 2021!
