That's the closing auction, so not technically "post-market" trades. SEATS accepts orders from 4:00pm until 4:10pm. Then at 4:10pm the system resolves the auction by matching highest buys against lowest sells until all overlapping orders are settled. The price at which the last orders are settled is the "auction price" and is applied to all auction trades regardless of the prices on the orders. That's why all these trades have the same price and same time.
But the number of orders in the auction is still a nice indicator of the liquidity in this stock.
