You sound like you have experience in this area.
I asked this question when a while back, but got no answer.
Would part of the reason for choosing a lower COS target 5km NE (rather than a something lower risk closer to the existing wells) be to gather as much geological data about as possible (i.e. in the event the well was not capable of becoming a producer)?
