Yes, they have been talking about this, using the same wording as late as March 2024. As your post indicates, it is paramount that it be delivered on-time.

But I am puzzled.

I have trawled all over the APA site and can find no references to this interconnector in their project listing. I find that weird given its importance to PGP.

I don't know how difficult the project is. e.g. are there big pressure differences requiring pumps and other complicated arrangements etc. or other impediments. I hope it does not have a low priority.

They discuss extensively the PGP extension for hydrogen use but not the PGP/DBNGP interconnector.

Projects tend to time overruns, and if this happens STX will suffer financially. IMO.

A little more detail from STX would be useful to better determine short-term cashflow. It wouldn't be too onerous.
