The Cultural Heritage Act has nothing to do with these delays. But there's no doubt that it will affect future projects in being another layer of bureaucratic paper shuffling that has to be done, adding more weeks of delays and thousands of $ in expenses for consultants to visit site to do a survey and prepare a report. And then no doubt if the VtP referendum succeeds, unlikely in my view, that will add another layer of site inspections, and consultants reports with the commensurate time delay and expense of shareholders' funds before the relevant Federal minister can sign off on environmental approvals. When environmental activism is combined with indigenous activism the outcome will never be positive for resource development in Australia. That's what we have to look forward to under Labor governments at both levels of state and federal. The problem is that the Coalition will never have the guts to wind this all back, so once it's implemented, we are stuck with it.
