As an interesting data point I've now been running Data Saver on Android Google Chrome for over 1-mth.
My prime use of chrome on my phone is news sites and forums (so text heavy which can be compressed).
Reported saving is 21℅, which surprised me.
Now obviously what chrome doesn't do is compress Apps, but given most (Facebook, Twitter, banks etc) use secure protocols there isn't much to be gained there.
