If you read the link the April Announcement from last year it seems that we were deemed a CSP because of our partnership with Equinix and amount of data we're manipulating and processing. So from the govt's point of view we're basically no different from TPG for example.
Whether other VPN providers are seen the same way is yet to be known and hence we should all be cautious until there is confirmation that a large number of VPN providers have been placed in the same situation.
