23 is correct, OpenVPN is an opensource platform. They have 5mil subscribers because vendors use the platform inside their products.
It's a bit of marketing spin to compare Wangle VPN to OpenVPN. Sure they are both VPN's, but that's where the comparisons stop. OpenVPN is free. WangleVPN won't be.
