That sounds like rubbish to me Tooter !
How come the average daily volume since the GSA announcement is well above the preceeding months daily volume. If everyone was "holding onto", or "holding off", as you suggest then there would be no trades.

IMO the GSA was very well known to the market. Now the focus shifts to funding the forward program.
