Value can be a subjective thing.

Lots of stocks are undervalued. Morningstar is full of undervalued stocks so why don't people just pay the price.

Risk is one factor because there is always a "but".

You might say analysts do their valuations on actual facts and figures and is therefore an objective valuation. But even analysts in concluding their fair value analysis of a company have to make assumptions and unfortunately those assumptions are subjective and induce risk back into the equation.

Did I mention sentiment?

Oh then there's market behaviour.

What about the big players how are they influencing what is going on?

I not saying what you posted is untrue but you have to ask why isn't the market jumping all over this?

If the price jumps it will be because of something no one else saw suddenly coming to light and everyone will pile in but in the meantime 20 cents + risk = fair value. If risk goes down then the 20 cents goes up. If it goes for 20 cents it will be because the market has said they are not prepared to take on the risk.
