I do not think you relize how much water they need. Look at the size of KAL tanks and they already have water from 3 indepnedent soutces. KAL is just the kilnw this is the whole process. If they were going to make tanks 3 years ago when the first failure occure thay should have done it then. They did build a large holding pound then and joined a local consortium that was supose to store water in an old mine. I guess it was not enough.
