Juke, The diameter of CETO 6 will be 20 meters not 17 meters that you have used in your calculations . See Announcement 21st March 2014 "1MW CETO 6 Design" The information can be accessed through Hotcopper.
The diameter of the buoys at 20 meters would easy be able to able to accommodate 100 tones . Electrical turbines are surprisingly heavy for there size.
The electrical generators will only displace some of the water ballast used to lower the buoy below the surface to the required operating depth. The water required would be well in excess of 100 tone.
The March 21 announcement, also reveals that there will be two different models that CWE will have for commercial use.
"Close to shore project opportunities would generate power (and water) onshore."
CETO 6 with Power Generation System
"This option allows CETO to take advantage of deeper more distant to shore wave resources with significantly increases the size of the commercial market for CETO."
This model will be electricity only.
