Companies that are in the growth phase typically invest in order to capitalize on opportunities rather than pay a dividend. It would be highly unusual to return money to shareholders if they can open new markets, add products, increase manufacturing capacity, etc. They'll likely pay a dividend in 5-10 years when they become a mature company with a flatter growth curve.
