its a complex issue with double tax agreements with trading partner countries and transfer pricing but as a general rule if the bulk of revenue is sourced from ROW then the dividends will not be fully franked. Check out say csl or mqg to better understand why their divvies are partially franked.
in any case we will not (and should not) be getting divvies for years to come imo
