luckyphik articulated it better than my ramble. Most of the companies that’s paying fully franked generally speaking have mainly domestic operations with small overseas. If you look at the banks as an example majority of revenue is Oz based which they pay tax on and receive franking credits. Same with miners, supermarkets etc
