preferably when the company have hit their margin and revenue targets (they have fallen short) and investors have reason to be confident in investing

preferably not in a high inflationary high interest environment (particularly when further debt funds have been extended)

preferably when the company has excessive cash on hand, and the cash on hand cannot be used for growth or acquisitions or dividends

preferably not at a time of war and global instability

preferably not at a time when your own shareholders suggested it’s not a great time and that they would prefer larger dividends

preferably at a time when shareholders could vote yay or nay on the matter

by not giving shareholders a decent dividend and announcing a dividend after the share buyback collapse, reeks of greed and manipulation
