Very different models between H1 and WCG.
WCG is a metro fibre roll out with intercap bought from carriers such as Vocus, Telstra, Optus TPG to link between states. I would assume they are using 3rd party carriers to connect to certain DC's as well. With the price of dark fibre and ethernet, they may have been better leasing links instead of the opex/capex heavy rollout. Lots of competition in the metro space with existing carriers and lots of new ones that aren't publically listed.
H1 is purely intercap network without the metro. They will build infra between the states and use 3rd party to connect to DC's. Their biggest competition is Telstra who announced a national intercap rollout and is already underway.
