it's just a possible technique used. Salazar was a private company whom owned a project splinter which is now vended out to I believe OD6. they have conducted a leach test under neutral pH.
shall we by your logic assume that they are also Ionic? well good thing we shouldn't because the result of that leach have been publish and the extractions under those conditions were 0.
So no, it's no suggestion that it's ionic until the leach results are published.
