There will be many more Directors employed, as both this Project and any Sub-Projects commence in the future. Each is employed based on his merits and expertise. Just because you can't see what any particular person is doing in the foreground, or there isn't a note or paragraph on them, in an A or an NR, doesn't mean they aren't contributing in the background.
As each step takes shape, tenures will be extinguished and fresh blood injected to handle the next phase. Those that have stepped aside, will take on new roles in Sub-Projects and the same will happen again.
