Ecuador dollarised at the start of 2000 when their inflation rate was above 100%. The old currency ceased to exist at the end of 2000 and by 2003, inflation was down to single figures.
I think its probably a good idea for Argentina in the short term. (Not sure if the rest of his ideas are that sound though)
