How do you know it was never set up? They announced it was going to be installed imminently, then it completely dropped out of their announcements with questions about it in webinars repeatedly ignored. Or maybe they realised an issue with the reactor prior to installation. Remember how they announced that the first reactor failed a day after not mentioning it at the AGM? HZR mgmt have a terrible track record in this regard.
All speculation but with the information vacuum, but that's all we have.
