This is not the video that I was thinking of, there is one floating around where James Tour gives more of a detailed over view of the potential muli-level programming potential of SiOx ReRAM. However in this video James Tour tells us that his porous silicon oxide can have up to 9 states. To me this is a significant number as it is 1 more than 8... meaning you can create memory that can hold a bite per cell.
