Personally I am not expecting a Fab announcement this year.
IMO what they have said is that they are ready to transfer to a fab in 2020.
This is different to actually transferring to a fab, which is subject to selecting the right fab and agreeing to terms and conditions - this is not something that i think they will rush just to meet a deadline.
Could be wrong though, who knows. I guess we'll find out shortly.
