Its all semantics really!!! customer/partner/distributor/wholesaler, does it really matter what you call them? Its a foundry.
Personally I see the foundries more akin of a distributor, and they have paid a "sign-on fee" for distribution rights.
...unless they use them in their own products, in which case they would be a customer....
e.g DB Hitek was planning on splitting their business into the foundry & fabless part. in which case
DB Hitek Foundry = Distributor
DB Hitek Fabless = Customer ( for their Analog CMOS )
But they've canned that now, so its one company, both a customer & distributor.
Its all semantics really!!!...
