I woudn't say any of us here are experts, but I do know it is common (but not normal) for distributors to pay for sign-up, I've seen it in the medical industry, and common in other industries too...

I think the ~$100k payment is really just a token payment to commercialize the contract..... once the sales start then the money will flow....
