"The cash raised will enable the company to accelerate development and the transfer of its technology to production fabs, ahead of a first commercial agreement by the middle of next year" (https://en.globes.co.il/en/article-weebit-nano-raises-88m-on-asx-1001350788)

Can someone explain, how you begin to transfer a technology to a production fab without signing a commercial agreement in first place?
Or is there another term used (instead of commercial agreement) when you sign a contract with a production fab?
I'm somewhat confused here, because what happens that after almost completing the technology transfer the fab says "oh we changed our mind with don't want your ReRam chips anymore"?

I know that SiEn is building 2 fabs one for 300mm-diameter wafers and another for 200mm. Our current memory module (40mn) has a 200mm wafer. But with this additional money is no wonder that we restarted to shrink our Reram to 28mn based on a 300mm wafer.
I have little doubts that we will soon sign a contract with SiEn.

My question is only what kind of contract will it be. Is there money involved?
    Thanks in advance.

    Anyways, it's gonna be hugh
