Not exactly shivoo. When does any stock BoD ask it's holders for a CR, or how they will do it or who they will employ to carry it out? None! You get a TH! The stock is halted for 4 days now & then it opens again to the Market response! Unless you refer to the Boardroom chatter pre-Raise? Again, how is that affected by minority holders, or even majority holders? The only time minority holders get to have their opinions voiced is either by voting for resolutions (waste of time if there are significant majors in top 5) or voting for TO offer submitted or attend an AGM...
