My take is that they are flying by the seat of their pants. The Feild Development Plan wqas proabably done to appease the local authority, and these guys are trying to wing a fewgood wells to then sell the field on to a real oil company. They seem very light on for 'real' experienced people, and the poor result to date is a sing that they have not done enough work to properly evaluate the opportunity and capture the uncertainties.
