They don't take the buyback seriously. For example when the discount was huge a year or two ago they only bought back less than 1.5% of shares in one financial year. Now that the discount has contracted they haven't bought back shares for months, even though the buyback is technically in place.
Still not such a bad LIC to own though, but don't expect a renewed buyback to close the discount further. If the discount does close from here it will probably be just investors jumping on the recent past performance bandwagon.
