No, but the muppets trying to interpret them do, and the lines drawn on the chart often reveal the chartists own perspective, rather than what the chart is saying.
In addition, professional chartists don't talk in terms of such certainty, they know that any chart is just an indicator that gives the chartist defined entry and exit points to help manage risk, speaking of which, on the back of your charting prowess and sure thing, you put all your shorts in place yesterday I assume???
