They earn cash for lending out the shares.
If they want to buy more what better way to get the price lower than have someone else push the SP down so you can buy back some of the shares previously sold cheaply and earn money at the same time from the lent shares.
Of course there might be something in the lending contract that prevents them from buying, for a certain period of time, but who knows exactly what conditions are included.
Personally I think that shorting of shares should be banned totally as it allows too many games to be played.
