This is usually nothing to do with the drilling contractor. The drilling contractor is responsible for supplying the BOPs (and associated spares etc) which go on top of the wellhead.
The wellhead is purchased by the Operator from a third party service provider along with all the running tools and spare parts.
The Operator also controls the decisions related to what spares should be on location.
