    "Bimodal" is not the same geological term here as "dual porosity" which is normally taken to mean what you have said - matrix porosity and fracture porosity.

    In this context, I am fairly certain they mean there is a bimodal distribution of matrix porosity, ie two distinct peaks in the porosity distribution. One peak is the tight, blocky sandstone which has porosities around 6%, and the second peak represents the higher porosity bands which is the net pay they are referring to. In WE-2 they said these had porosities "up to 14%" which probably means on average somewhere in the 10-12% range.
