You would think that the government will be hoping to put it out to tender, based on tightish earnings. It will be seen as a political win if they provide NSW with a much cheaper airport - they will say that they are making flying cheaper for everybody. I don't know if the gov can win the other way, by trying to sell the rights for as much as possible with SYD having a ROFR.
They will want to get all the dealings done and dusted by the NSW and Federal 2019 elections.
