Stefan, you said you work in Risk Division of a bank (hence my 'wishful thinking ' comment).

Your knowledge of Risk management would include the meaning of 'governance'. So I'm surprised that you assert that BEAR is "... is world leading governance".

IMO governance requires a lot more than a Govt ruling that " Executives and Board members being personally responsible with likely prison sentences and taking of personal assets such as their home". It includes (as you'd know) a Risk Mangt Unit that does an effective job, a senior Management that acts with the best intentions for shareholders and customers, an Audit Committee that is provided with useful and accurate information ... and acts on it. All that and effective internal controls ... which work and are continually tested and independently verified as working.
