I didn't say they can't, of course they can impose heavy fines, I've just given you an opinion as to why they won't. I agree with you that $1.5billion is likely the ceiling for the quantum of the fine but my reasoning is directly related to capital ratios while yours is related to "banks get off easy".
Either way, no need to be so bitter about my posts. In regards to the dividends, banks would raise capital for a one-off write off instead of completely cutting divies.
All in my opinion.
