Would that you were right, but most AGMs do not reflect the concerns of retail holders. Boards are made up of people from other boards. CVs of board members of large companies often consist largely of lists of other board positions held; once one the merry-go-round, it's hard to get off, and they're almost never thrown off. Status quo rules as an outcome of the lethargy and inertia of the masses.
