OK, I just forced myself to re-read the entire 62 pages of gumpf which could have easily been distilled into a single page.
And... yes, my assumption correct. The buyback price will apply equally to everyone who tenders their shares at or below that price.
I quote from Page 12 of their original buyback document.

1.12 At what price will my Shares be bought back?
All Shares successfully tendered will be bought back at the Buy-Back Price, even if your nominated Discount is larger than the Buy-Back Discount.
The Buy-Back Price will be calculated by applying the Buy-Back Discount to the Market Price in accordance with the formula below. For each Share purchased under the Buy-Back, you will receive the Buy-Back Price
