Westpac/Optus give their contracts to Indian providers who bring in their people to Australia on 457 visas.

If they have difficulty implementing something or figuring it out, they bring in Aussie contractors, who fix
the issues and then their overseas 457 visa workers take over. The ones with "long" term contracts are
the ones were high knowledge, network and/or software combo that 1 person can't all grasp and they need
year or two to plan.
My last contract was with Optus and the whole floor replaced by an offshore provider.
